How can i grow tomatoes inside a 2nd floor apartment/outside the window ledge?

i am moving to Baltimore for collage and want to same some bucks on veg, i am a raw foodst and tomatoes are expensive. i want to know how/ or if it is possible to grow these either inside /or outside the window. i was looking at the TOPSY TURVERY PLANT GROWER DO THESE WORK?
